It starts with a check. After you pass, membership is built around a year of practical support: how you show up online, how you communicate with Muslims, and how you prepare for key seasons like Ramadan and Eid, all with a trust-focused lens.

Three levels
Checked at three depths
The level shows how deeply HCC checked. A higher level means more checking. Dues rise with the checking, and no level is granted without passing its checks. A business can buy more scrutiny, never a better grade. Every check lasts 12 months.
Seals shown are samples. A real seal carries the full name, the level, its own record number and the month and year of the check, and it turns gray and reads "Not currently verified" when a check lapses.

What a record tells you
Every place HCC verifies gets a public record. It says what was checked, when, and what the check does not cover. It is free to read, with no ratings, no scores and no rankings.

Dated, and good through a date
Each record shows the day of the check and the date it holds until. A seal never shows past that date. The record also names the halal source the business relies on, its supplier or certifier.

HCC does not rule on religion and does not check food safety. Each record says what the check covers and what it does not, so you can decide for yourself.

We are trying to make things simpler, not more confusing. That means being explicit about what this council is and what it is not.
The HCC member badge you may have seen before is being replaced by the HCC Verified seal. The seal is earned by a check, never by joining.

What it is not
Not a shortcut, and not a guarantee
- Not a replacement for formal halal certification programs.
- Not a promise that every detail matches every fiqh opinion.
- Not a pay-to-play stamp that anyone can buy and keep forever. Payment never changes the outcome of a check.
- Not a guarantee of a certain number of customers or sales.
If a business breaks trust in a serious way, HCC can withdraw the seal after notice and a chance to appeal. The seal is not permanent: every check lasts 12 months and must be renewed with a fresh check.
How it works
How membership works in practice
We keep the process simple and relationship-focused, and the check always comes first. The details live on the For Businesses page; here is the high-level flow.

You apply and share your context
You complete a focused application: who you serve, where you are, the items you offer as halal, and how you currently communicate with Muslim customers. You pay in full at application, the $150 application fee per location plus the first year's dues at the level you apply for.

We check, and two people sign
A checker reads your invoices and certificates, visits, and asks your staff the five counter questions. A second reviewer who did not do the visit reviews the whole file and signs it. An imam joins whenever possible, and always on every Keystone file and every religious question. The standards committee decides.

We set your foundation and your seal
If you pass, you preview your record for 3 business days, then it is published, your seal goes live and your seal kit arrives. We help tighten your visible presence and give you a short, prioritized list of improvements sized to your capacity. If you do not pass yet, your dues come back within 10 days, the $150 is kept, and you get a written list of what to fix, with one free re-check within 60 days.

You move into a steady yearly rhythm
From there, you get a predictable pattern of training, seasonal guidance, office hours and light support, with space to ask "how will this land with Muslims?" before you spend time and money. You report changes within 14 days, and a re-check renews the seal each year. Renewals come by invoice, never an automatic charge.

Why the HCC seal matters for Muslims
For many Muslims, the hardest part is not wanting to support local businesses. It is feeling unsure about what is really happening behind the scenes. The HCC seal is meant to lower that anxiety without pretending to solve everything.
When you see the seal, it means
- The business has gone through a real, human check, signed by a checker and a second reviewer.
- It has agreed in writing to basic expectations around honesty and respect for Muslim values, and it names its real halal source.
- It has a live seal tied to a public record, not just a static logo. When the status changes, every copy of the seal changes with it.
- It is in an ongoing relationship with a council that can say "this is not okay" when needed.
What the seal does not automatically mean
- It is not a halal certification or a fiqh ruling. HCC reports what it checked; it never rules on religion.
- It does not guarantee that every choice will match your personal school of thought.
- It is not a food safety rating. That is the health department's work.
- It is not permanent. If trust is broken in a serious way, the seal can be withdrawn after notice and appeal.

What members receive over the year
Membership in Halal Community Council is meant to feel like a calm, serious partnership, not just a logo package. It is what a business gets after it passes, and nothing about it ever appears on the seal. Every member can expect support in three core areas.
No priority spotlights: the Register never ranks or boosts a place, so every verified place is shown on the same terms, whatever it pays. Member perks, the HCC Academy and the first playbook open on January 15, 2027, and dues follow one published price list for everyone.

These are member perks. Each is delivered by a partner company at its own cost and named on its card. HCC pays partners nothing, and a perk never affects a check.

Where HCC starts
First in Horry and Georgetown counties, built to grow
HCC's first checks are in Horry and Georgetown counties, South Carolina. As places are checked, their records appear on the Register, so the community can quickly see who has joined the Council and exactly what was checked.
The Standard is written for the whole United States. Each state opens when HCC can check there, and Canada and Mexico follow, one at a time.
